Inadmissibility: Where to submit your application
Where you submit your application for an authorization to return to Canada (ARC), a temporary resident permit (TRP) consideration or criminal rehabilitation depends on whether you’re applying for permanent residence or temporary residence.
If you’re applying for permanent residence
You can submit your application for an ARC or criminal rehabilitation at the same time as your permanent residence application.
If you’re applying for temporary residence
If you’re applying for an ARC, a TRP consideration or criminal rehabilitation at the same time as you apply for temporary residence (visitor visa, study permit or work permit), the application process will depend on whether you need a visa to travel to Canada.

If you need a visa to travel to Canada
If you need a visa to travel to Canada, you must submit both of the following applications together:
- your temporary residence application (visitor visa, study permit or work permit)
- any other application that applies to your circumstance, which could include
- an ARC
- criminal rehabilitation
- a TRP consideration (in case your temporary residence application is rejected)

- apply online or
- mail your applications and required documents to the nearest visa application centre
If you don’t need a visa to travel to Canada
If you need an eTA to enter Canada, you must apply online for an eTA, a study permit or work permit. Once we confirm that you’re eligible for temporary residence, we’ll ask you to submit a separate application for an ARC or criminal rehabilitation. Send it directly to the visa office responsible for your region by mail or courier only.
If you don’t need a visa or an eTA to enter Canada, contact the nearest visa office before coming to Canada.
You must include a prepaid airway bill with your application. It will be used to safely return the passport(s) you send us and communicate to you our final decision. We won’t be able to return your documents unless you include a prepaid airway bill.

If you are applying for an ARC from the United States of America, you may send your application to New York or Los Angeles.
Please take note of the following in preparing your application:
- Separate applications for a TRP, Rehabilitation, or an ARC must be sent directly to the Consulate. Only applications which accompany a Study Permit, Work Permit or Temporary Resident Visa (TRV) application may be sent via the Visa Application Centre (VAC).
- Results are normally sent by e-mail and regular mail; a pre-paid envelope or label is only required if you are sending your passport to us.
- Passports are only required for TRP clients who are not a US citizen, US permanent resident, or a citizen of a country which is visa-exempt for Canada. As application processing may take some time, you may wish to keep your passport and send it when requested.
